The introduction of the new standards has considerable consequences
for manufacturers and operators of safety-relevant railway
systems. For example: safety requirement levels must now be
determined, comprehensive risk analyses must be conducted,
and - last but not least - the focus is now increasingly placed
on the software components of the system to be approved.
The approval procedure with regard to the development, authentication, validation, etc. in compliance with the new CENELEC standards is very different from the approval procedure of a railway application compliant according to previous standards and regulations. In particular, the requirements regarding documentation of the separate activities have increased considerably. In addition, there must be strict organisational delineation between the involved roles (developer, authenticator, validator, assessor, etc.); this forces manufacturers, under certain circumstances, to set up additional organisational divisions.
